Hazama Ando commissioned the 1.99MWAC/3.25MWDC Bibai City Chashinai Solar Power Plant in Bibai City, Hokkaido, on September 30, 2026, the company announced on October 29, 2026.
According to the statement, the asset was built on a 5.8ha former factory site in Sorachi Industrial Park. Due to the area receiving heavy snowfall, the power plant uses bifacial panels installed with increased ground clearance and at a steeper angle.
Sustech announced separately on October 30, 2026, that it will serve as the project’s aggregator. The companies said they will aim to supply the power plant’s output to businesses in Hokkaido, but did not provide further details.
METI and OCCTO data shows ENEOS Renewable Energy secured a 6.2 yen per kWh feed-in-premium (FIP) strike price for a 2MWAC/3.36MWDC power plant in Bibai City’s Chashinai in the 24th (FY2025’s first) solar auction. No other project of similar size is certified in the area, suggesting the two are the same asset, although neither company has disclosed a corresponding transaction.
Bibai City Chashinai Solar Power Plant is Hazama Ando’s largest solar power plant and its first in Hokkaido. Previously, the company developed an asset in Shizuoka Prefecture, which it uses for supplying a branch office via self-wheeling. It has also built at least 10 projects under onsite PPAs totaling 6.7MW.
