
Japan Wind Development-affiliated Tsukikoshigenya Wind Development released a draft environmental impact assessment report for an up to 46.2MW onshore wind project in Hokkaido for public viewing on June 20, 2025.
According to the document, the project spans Suttsu, Shimamaki, and Kuromatsunai towns and is expected to consist of 11 4.2MW turbines. Construction is expected to begin in 2027 at the earliest, with commissioning following in 2030 or later.
With over a decade having passed since the project’s methodology document was submitted, the turbine count has been more than halved from the originally planned 25 2MW units due to technological progress.
Another Japan Wind Development affiliate already operates the 25.3MW Shiribetsu Wind Power Plant, which came online in 2021, in the vicinity of the planned project. Suttsu Town also owns multiple operational onshore wind projects in the area, including the 10MW Futa commissioned in 2007 and the 4.6MW Futa No. 2 commissioned in 2012.
Additionally, the town launched the EIA process for an up to 49MW project in 2018. Other projects under development near Tsukikoshigenya include Invenergy’s up to 140MW Shimamaki and Miura Electric’s up to 130MW Hokkaido Wind Farm Shimamaki.
The area off the coast of Shimamaki is also one of Japan’s offshore wind project site candidates. Kansai Electric Power and RWE, Eurus Energy, Vena Energy’s Japan Wind Energy, Cosmo Eco Power, and a Copenhagen Infrastructure Partners-Mitsubishi Heavy Industries joint venture started the EIA process for their contenders for the expected auction, ranging from 585MW to 1GW in size.
