
Tokyo Gas-owned Prominet Power and Shikoku Electric Power acquired the 27MWAC/34MWDC Kamikatada solar power plant in Koga City, Ibaraki Prefecture, the companies announced on July 1, 2025.
According to the statement, the asset was commissioned in December 2024. It is owned by Shiny Sun LLC, a special purpose company (SPC) established by RS Asset Management, in which Prominet Power and Shikoku EPCO each hold a 50% economic interest.
The SPC began supplying the power plant’s output to Tokyo Gas under an off-site PPA on the day of the announcement. Shikoku EPCO will support the power plant’s operation and RS Asset Management will handle asset management.
To enable the PPA, the project was converted from the feed-in-tariff (FIT) to the feed-in-premium (FIP) scheme, which allows owners to monetize their assets directly. Tokyo Gas said it will use the procured power and non-fossil certificates for supplying customers under its renewable retail plans.
METI data shows the project was previously owned by Solar Park No. 2 LLC, an SPC likely affiliated with DMM.com based on its representative and phone number. It was FIT-certified in February 2016 when 10kW and larger solar projects were offered 27 yen per kWh.
The deal helps Tokyo Gas meet a mandate requiring large-scale retailers to cover 44% of their volumes with non-FIT non-fossil certificates in FY2030, with interim targets until then (covered in May 2025 issue of The Japan Power Industry Executive).
