
Toda Corporation will sell the power generated at a rooftop solar power plant at its Urasoe Logistics Center in Urasoe City, Okinawa Prefecture, to Orion Beer group company Orion Hotel under the first off-site PPA sleeved by Okinawa Electric Power, the utility announced on September 12, 2025.
According to the statement, the 1MW plant is expected to generate about 1.7GWh annually. The output will be delivered to The Orion Hotel Motobu Resort & Spa in Motobu City, Okinawa Prefecture, covering approximately 25% of its power consumption. The scheme is scheduled to be launched in October 2025.
Japan Energy Hub’s PPA database shows the deal follows small-scale on-site PPAs by the utility’s renewables-focused group company Okinawa New Energy Development.
Despite its small scale, Okinawa’s isolated grid has also recently drawn attention from major players active on the mainland including Erex and Global Engineering, which eyed collaboration in the area as part of their broader renewables-focused partnership, and KDDI, which plans to enter power retail in the region through its group company Okinawa Cellular Telephone in October 2025.
At about 8.7TWh, Okinawa accounted for approximately 1% of Japan’s total power demand in FY2024, and was about one-third of Shikoku’s, which is the second-lowest demand area.
