A total of 47 projects with a combined capacity of 114.5MWAC were awarded in the 25th (FY2025’s second) solar auction at an average feed-in-premium (FIP) price of 5.38 yen per kWh, results released by OCCTO on August 22, 2025, show. With 60 bids totaling 202MWAC submitted, the round marked the second straight case of oversubscription following a period of undersubscription.
Sirius Solar Japan 55, a special purpose company (SPC) affiliated with Trina Solar, and Sonnenblume No. 4 Power Plant, an SPC affiliated with Shizen Energy, were awarded the two largest projects. Both are about 20MWAC and secured FIP prices of 6.5 yen per kWh and 3.9 yen per kWh, respectively. Two other companies, Tomakomai TJD Solar and Konbumori Solar, were awarded projects over 10MWAC.
The remaining winners are high-voltage projects ranging between 312.5kWAC and 1,999kWAC. KASolar won the highest number of projects, seven in total, followed by Tekoma Energy-affiliated SPC Solar Field 13 and Enblue, each of which secured six.
Several projects were awarded at a zero-yen FIP price. Those included three by Mitsubachi 101 LLC and one by HEXA Renewables, companies that also submitted such bids in the previous round. UNIVERGY and three Greenvolt-associated SPCs also followed the same strategy. In total, there were eight cases totaling 8.25MWAC. Winning non-zero-yen bids ranged between 3.9 yen per kWh and 7.89 yen per kWh.
Companies that were awarded projects in the auction will need to pay a deposit by September 5, 2025, and obtain FIP certification by March 23, 2026, to secure their contracts.
With bids far exceeding the auction’s target, OCCTO will increase the procurement target to 162.62MWAC in the year’s third solar auction, which will begin accepting business plans on September 24, 2025.
