Japan moves closer to EEZ offshore wind development as Cabinet approves bill to amend marine energy act

Currently, Japan’s offshore wind projects are being developed in the country’s territorial waters.

On March 7, 2025, Japan’s Cabinet approved a bill to amend the Act on Promoting the Utilization of Sea Areas for the Development of Marine Renewable Energy to allow offshore wind development in the country’s Exclusive Economic Zone (EEZ). The Diet will need to approve the bill to become law.
