Eurus Energy advances 397MW project in Kujukuri offshore wind Promising Zone to EIA methodology stage

In addition to Eurus Energy, TEPCO Renewable Power is also undergoing the environmental impact assessment process with a project in the zone.

Eurus Energy submitted the environmental impact assessment methodology for a fixed-bottom offshore wind project in the area off the coast of Kujukuri Town, Chiba Prefecture, to METI and relevant local governments on September 25, 2025.

According to the document, the company plans to install up to 35 turbines, 12MW to 22MW each, with a total capacity of up to 450MW between about 9.4km to 13.8km off the coast. It plans to cap their output at 396.8MW due to grid connection limitation and operate them at an estimated 30% capacity factor.

To proceed with construction, which Eurus Energy expects to take two to three years, the company would need to be awarded the right to use the project site in a future offshore wind auction.

Eurus Energy launched the environmental impact assessment for the project, which was expected to comprise 30 12MW to 18MW turbines at the time, in November 2023. TEPCO Renewable Power also launched the process for a 465MW wind farm in the zone in December 2023, indicating interest in bidding in the same auction.

Kujukuri was designated a Promising Zone with an estimated 400MW potential under the Act on Promoting the Utilization of Sea Areas in September 2022. It followed two other areas in Chiba Prefecture including those off the coast of Choshi City and Isumi City. The former was awarded to a Mitsubishi-led consortium, which has recently decided to withdraw from the project. Several developers launched the environmental impact assessment process for projects in the latter.
