
Toda Corporation and partners began commercial operation of the 16.8MW Goto Offshore Wind Farm off the coast of Goto City, Nagasaki Prefecture, on January 5, 2026, marking the first operational project developed under the Act on Promoting the Utilization of Sea Areas for the Development of Marine Renewable Energy.
The wind farm, which is Japan’s first multi-turbine commercial floating project, uses eight 2.1MW Hitachi turbines mounted on hybrid spar-type platforms located between about 7km and 11km offshore. Its output will be sold under the feed-in-tariff (FIT) scheme at 36 yen per kWh and supplied to a local power retailer, likely under the specific wholesale supply mechanism.
In addition to Toda, which handled engineering, procurement, and construction (EPC), ENEOS Renewable Energy, Osaka Gas, INPEX, Kansai Electric Power, and Chubu Electric Power are also investors in Goto Floating Wind Farm LLC, the project’s special purpose company (SPC).
The area off the coast of Goto City was designated as a Promotion Zone under the act by METI and MLIT in December 2019 and awarded to the consortium in June 2021 through a tender. The SPC was incorporated in October 2021 and offshore construction work began in September 2022. Commissioning was delayed by about a year due to floating structure defects discovered during construction.
Japan targets a floating offshore wind project pipeline of 15GW or more by FY2040 under its 2nd Vision for the Offshore Wind Industry released in August 2025. In addition to Goto, METI and MLIT designated 10 areas including five off the coast of Tokyo’s Izu Islands as Preparatory Zones under the act. To be offered through tenders, they will need to pass through the Promising Zone stage and be designated as Promotion Zones.
