Tokyu Land completes EIA for up to 51.6MW Matsumae Phase 2 onshore wind project, eyes 2027 COD

Tokyu Land completed the environmental impact assessment for the up to 51.6MW Matsumae Phase 2 onshore wind project in Hokkaido. It submitted the final assessment document on May 30 and received METI approval on June 13, 2025.

According to the document released for public viewing on June 30, 2025, Tokyu Land plans to install 12 turbines across three areas containing eight, one, and three units, respectively, along the coast of Matsumae Town. When the company compiled the report, it expected preparatory construction work to begin in June 2025 and installation to finish in May 2027. It planned trial operations between January and June 2027, with COD scheduled for July 2027.

Tokyu Land began the EIA process for Matsumae Phase 2 in June 2020. At the time, it was planning to develop an asset of up to 90.3MW. The project was downsized to its current size in the second, methodology stage.

The second phase follows Tokyu Land’s existing 40.8MW ReENE Matsumae Wind Power Plant consisting of 12 turbines spread around the same area. The asset, which also includes a co-located 18MW/129.6MWh sodium–sulfur battery storage system, was commissioned in 2019.

Separately from Tokyu Land, Japan Wind Development has a 48MW onshore project in the neighboring Fukushima Town in the methodology stage and Cosmo Eco Power launched the EIA process for the up to 94.6MW Matsumae Town Satsumae Wind Farm in 2019. One of the two zones expected to be offered in Japan’s next offshore wind auction is also off Matsumae’s coast. Kansai Electric Power signaled interest in bidding by beginning EIA for an up to 360MW project.
