
A total of 37 projects were awarded 36.3 billion yen in subsidies under METI’s FY2025 program for supporting the introduction of energy storage, the scheme’s operator Sustainable Open Innovation Initiative (SII) announced on December 25, 2025. While both grid-scale battery storage and electrolysis projects were eligible to apply, all awards were for the former.
Overall, 11 projects were awarded more than 1 billion yen, seven were awarded between 200 million yen and 1 billion yen, and 19 were awarded less than 200 million yen. Orix was awarded the highest total amount, 7.5 billion yen across two projects in Yamagata and Oita prefectures. Mitsubishi Estate, Itochu, and Tokyo Century were jointly awarded the maximum possible 4 billion yen for an extra high-voltage facility in Fukuoka Prefecture.
Eight Kyushu projects were allocated 27% of the overall amount (9.8 billion yen) and five facilities to be built in Chubu accounted for 20% of the total (7.4 billion yen). At 10 projects, Chugoku was the TSO area with the most awards. Hokuriku was the only mainland region with no selected projects. It is unclear whether any from the region applied.
Several of the recipients have not disclosed grid-scale battery projects in the past. Printing and real estate company Kowabo is the most notable one, having been awarded about 3 billion yen jointly with Mitsubishi HC Capital for a project in Shizuoka Prefecture and 1.6 billion yen individually for a project in Aichi Prefecture.
For projects using lithium-ion and other established technologies, the subsidy covers up to 50% of eligible costs with a 4 billion yen cap if the facility is 10MW or larger and up to a third with a 1 billion yen cap if it is smaller than 10MW.
