
Osaka Gas invested in Kamiosatsu Hikari Power Storage LLC, a joint venture established by Mitsubishi HC Capital Energy and Samsung C&T Corporation to develop the 25MW/50MWh Kamiosatsu Power Storage Station in Chitose City, Hokkaido, the company said on March 4, 2025.
The company did not disclose the deal’s value and ownership share. Prior to Osaka Gas’s investment, Mitsubishi HC Capital Energy owned 90% and Samsung 10% of the joint venture. While Osaka Gas was disclosed as the project’s operator and aggregator when it was first announced, its potential participation as an equity partner was not mentioned at the time.
Construction of the BESS facility is scheduled to begin next month. Mitsubishi HC Capital, which is responsible for overall project development and management, and its partners expect the asset to be commissioned in January 2027. Samsung is in charge of engineering.
The Kamiosatsu project is the third BESS facility in which Osaka Gas invested. In 2023, it partnered with Itochu and Tokyo Century to develop the 11MW/23MWh Senri Power Storage Station in Osaka Prefecture. The following year, it joined forces with Mizuho Lease, JFE Engineering, and Kyushu Steel to develop the 2MW/8MWh Takeo Power Storage Station in Saga Prefecture. Both are expected to be commissioned in FY2025.
