Tohoku EPCO launches hybrid solar-wind PPA with AGC Electronics, targets 18.5GWh/year

While solar continues to dominate the PPA market, other technologies are also becoming increasingly common.

Tohoku Electric Power began supplying power to AGC Electronics through a hybrid solar-wind off-site PPA, the company announced on August 1, 2025. The deal is expected to be fully operational by the end of the year.

According to the statement, the utility has been supplying power to AGC Electronics’ headquarters and factory in Koriyama City and factory in Motomiya City, both Fukushima Prefecture, acting as the retailer sleeving the PPA. It expects the volume to reach about 18.5GWh annually once all of the involved power plants are commissioned, accounting for approximately 30% of the company’s power consumption.

Supply under the deal first began in March 2025, when Tohoku EPCO began procuring power from a Suntech Energy Development-owned 1.7MWAC/2.6MWDC solar project. The asset was first certified under the feed-in-tariff (FIT) scheme in FY2020 and switched to the feed-in-premium (FIP) scheme recently to enable the PPA. It is expected to generate about 2.7GWh annually.

Two 2MW wind power plants owned by a HSE subsidiary, Kuroshio Wind Power Generation, followed in June 2025. Combined, their output is expected to reach approximately 11.3GWh per year. The generator’s website and METI data suggest one of the assets, located in Karumai Town, Iwate Prefecture, was commissioned in February 2021 and previously operated under the FIT scheme. The other project, in Yurihonjo City, Akita Prefecture, appears to be newly built.

Tohoku EPCO expects to add 11 250kWAC solar power plants owned by FJTEC in Miyagi and Fukushima prefectures to the mix in December 2025. The high-voltage portfolio is expected to generate about 4.5GWh annually.

While both of the AGC Electronics factories have on-site solar generation, this deal is the offtaker’s first off-site PPA. Its sister company AGC Techno Glass previously disclosed an agreement to procure power from a solar power plant owned by a joint venture between Sumitomo and Shikoku Electric Power and procures non-fossil certificates from a hydro power plant as part of a multi-offtaker virtual PPA with Chubu Electric Power Miraiz.

Separately from the scheme with AGC Electronics, Tohoku EPCO also recently announced a hybrid wind-hydro PPA with TOPPAN.
