Tokyo Gas unit completes EIA for 1.95GW Chiba Sodegaura Natural Gas Power Plant, targets 2030 COD

Tokyo Gas’ wholly-owned subsidiary Chiba-Sodegaura Power completed the environmental impact assessment for the 1.95GW Chiba Sodegaura Natural Gas Power Plant. It submitted the final assessment on October 27 and received METI approval on November 17, 2025.

According to the document released for public viewing on January 5, 2026, the company plans to build three 650MW combined-cycle gas turbines on a 14.4ha site near its LNG terminal in Sodegaura City, Chiba Prefecture. Preparatory construction work is scheduled to begin in January 2026, with the first unit set to come online in March 2030. Units 2 and 3 are expected to be commissioned in July and November 2030, respectively.

OCCTO data shows the project’s Unit 1 was awarded a contract in the FY2023 long-term decarbonization auction. Tokyo Gas plans to reduce the power plant’s emissions in the future through a conversion to clean fuel-firing or a retrofit with a carbon capture system.

Tokyo Gas began the environmental impact assessment process for the power plant in June 2015, planning two 1GW units. It advanced the project to the methodology stage in January 2016 but resubmitted the methodology document in July 2023 to reflect the revised configuration. The company filed a draft assessment report in November 2024.

Chiba Sodegaura Natural Gas Power Plant will join the 1.22GW Ogishima Power Station that Tokyo Gas owns jointly with Idemitsu Kosan, the 847.4MW Kawasaki Natural Gas Power Plant co-owned with ENEOS, and smaller gas engine assets owned by Tokyo Gas Colza Power. It will be adjacent to JERA’s Sodegaura Thermal Power Station.
