
Osaka Gas, Enewill, and SMFL Mirai Partners commissioned the 50MW Wakayama Gobo Biomass Power Plant in Gobo City, Wakayama Prefecture, on August 21, 2025, the companies announced on the same day.
According to the statement, the power plant was built on a 70,000m2 plot of land owned by the city and the prefecture within Hidaka Port’s industrial area. It will use imported wood pellets and palm kernel shells (PKS).
The project, owned by the special purpose company (SPC) Wakayama Gobo Biomass Power Generation LLC, was certified under the feed-in-tariff (FIT) scheme in FY2016. At the time, general woody biomass-fired projects were offered 24 yen per kWh for 20 years. The three companies decided to proceed with the asset’s construction in April 2022.
Toyo Engineering handled engineering, procurement, and construction (EPC). Kansai Electric Power was in charge of owner’s engineering during construction. Osaka Gas subsidiary Daigas G&P Solution provides owner’s engineering services for the project post-commissioning.
Wakayama Gobo is Osaka Gas’s eighth operational biomass power plant, bringing its total capacity unadjusted for ownership to 452MW. The portfolio includes one 2MW, four 50MW, and three 75MW assets. Currently, the company has no other biomass projects for which it has made the final investment decision.
Enewill ows one other operational biomass power plant, the 75MW Aichi Tahara developed jointly with Osaka Gas and Marubeni Clean Power and commissioned in November 2024.
Osaka Gas and Enewill each own a 35% economic interest in Wakayama Gobo Biomass Power Generation LLC. SMFL Mirai Partners holds the remaining 30%.
