
Chugoku Electric Power and Toda Corporation acquired undisclosed equity stakes in Asia Wind Power, the special purpose company (SPC) developing the 54MW Masuda-Hikimi Wind Power Plant, from Mitsui O.S.K. Lines and Hokutaku on April 15, 2026.
According to the companies, the project in Masuda City, Shimane Prefecture, in the Chugoku TSO area will comprise 13 turbines, 4.2MW each, and is scheduled to begin commercial operation in January 2030. A planned construction timeline was not provided.
Mitsui O.S.K. Lines and Hokutaku established Asia Wind Power in May 2019. The SPC launched the environmental impact assessment by submitting a primary consideration document in August 2019. The project, expected to be up to 60MW at the time, advanced to the methodology stage in January 2020. It was scaled down to its final size at the draft assessment report stage, which it reached in March 2022, and completed the assessment process in March 2024.
The deal marks Chugoku Electric Power’s first known participation in an onshore wind project. The utility holds a stake in a single-turbine 3MW floating offshore wind power plant off the coast of Kitakyushu City, Fukuoka Prefecture, which began commercial operation in April 2025.
