
Cosmo Eco Power launched the environmental impact assessment process for an up to 103.2MW onshore wind project in Rumoi City and Mashike Town, Hokkaido.
According to a primary environmental impact consideration document released for public viewing on June 26, 2025, the company aims to install up to 24 turbines, 4.3MW to 6.25MW each, spread across a 1,250ha site. While the area includes land that was used for Cosmo Eco Power’s now-dismantled 400kW Rumoi No. 1 and 1.6MW Rumoi No. 2 wind power plants, the developer does not plan to reuse it for turbine installation in the “New Reuke Wind Farm” project.
Cosmo Eco Power expects to need about three years, including civil work, to build the asset. It did not disclose a tentative timeline for the project, which still needs to advance through the methodology and assessment stages before potential construction.
In addition to the two decommissioned projects, the company also operates the 3MW Reuke Wind Power Plant in the target project area, which is likely to be decommissioned in the near future given that it is now 24 years old. HSE-affiliated Kuroshio Wind Power Generation commissioned the nearby 5MW Rumoiko Wind Power Plant in March 2024.
Separately, Wakkanai Green Factory has begun the EIA process for an up to 190MW onshore wind project in Mashike Town, which advanced to the methodology stage in December 2017, and ENEOS Renewable Energy for an 85.4MW project in the neighboring Obira Town, which reached the same stage in December 2024.
Cosmo Eco Power operates over 300MW of onshore wind in Japan with more projects under development, including the up to 200MW Shimokita and up to 150MW Yagyu wind farms.
