The project was exempt from submitting a primary consideration as it is under 50MW.

GPSS Group unit GPSS Project Development submitted the environmental impact assessment methodology for an up to 49.5MW onshore wind project in Ichinohe Town, Iwate Prefecture.

According to the document made available for public viewing on July 7, 2026, the company plans to install either up to 11 4.50MW turbines or up to 15 3.20MW turbines across an approximately 914ha site. It aims to begin construction in June 2030 and start commercial operations in January 2034.

The methodology is the first full environmental impact assessment-related document the Ichinohe project has submitted. With a capacity between 37.5MW and 50MW, it is classified as a Class 2 onshore wind power plant, making it exempt from submitting a primary consideration that marks the beginning of the process for larger projects.

Other onshore wind farms in the area that are under development include Invenergy’s 134.4MW Inaniwa Wind Power Plant and a separate, up to 219.6MW Ichinohe-Inaniwa project.

Previously, GPSS signed a PPA for a 7.5MW wind power plant it developed with WPD and launched the environmental impact assessment process for an up to 240MW project in Hokkaido.
