
JR-EAST Energy Development-affiliated Iwaki Miwa Wind Energy LLC held groundbreaking ceremony for its Iwaki Miwa onshore wind project on April 24, 2025, the company said on May 7, 2025.
The power plant in Iwaki City, Fukushima Prefecture, will comprise nine 4.2MW Vestas turbines with their combined output capped at 33.7MW. JR-EAST Energy Development expects the asset to generate about 99GWh annually. All of the output will be sold under a 20-year feed-in-tariff (FIT) contract. When the project was FIT-certified in FY2018, the tariff offered to onshore wind projects was 20 yen per kWh.
According to Fukushima Prefecture, construction of the project officially began on March 10, 2025, and is scheduled to be completed on October 31, 2027. Vestas’s statement suggests Toda Corporation is in charge of engineering, procurement, and construction (EPC).
JR-EAST Energy Development launched the environmental impact assessment process for the project in 2017. It submitted the draft assessment report in 2021 followed by its final version in 2023.
Iwaki Miwa is JR-EAST Energy Development’s first project to begin construction this year, following cancellations due to inflation and weak yen and due to challenges with completing environmental assessment on time and budget. It also follows recent completions of the 40.8MW Kawauchi Onitaroyama Wind Power Plant and the 147MW Abukuma project developed jointly with Sumitomo and other partners.
