Mitsui Fudosan to supply managed properties via EPCO-sleeved PPA from own 3.1MW Hokkaido solar plant

Mitsui Fudosan previously signed similar intra-group PPAs with TEPCO Energy Partner and Chugoku Electric Power.

Mitsui Fudosan plans to commission a 3.1MW solar power plant in Kitami City, Hokkaido, on January 1, 2026, and supply the generated power to properties it manages and operates under an off-site PPA sleeved by Hokkaido Electric Power, the companies announced on December 22, 2025.

According to the statement, the plant is expected to generate about 4GWh annually. The output will be used to power the common areas of commercial real estate in Hokkaido, including a shopping mall (Mitsui Outlet Park Kitahiroshima), office buildings (Sapporo Mitsui JP Building, Kitaichijo Mitsui Building), and hotels (Mitsui Garden Hotel Sapporo, Mitsui Garden Hotel Sapporo West).

The project was built as part of Mitsui Fudosan’s 2021 plan to develop solar capacity generating 380GWh annually by FY2030, up from 80GWh at the time of setting the target. Previously, the real estate company signed similar intra-group PPAs with TEPCO Energy Partner for 200GWh per year and with Chugoku Electric Power for two power plants totaling 3.82MW.

Other real estate companies, such as Mori Building, have also been developing solar power plants for EPCO-sleeved PPAs in which they serve as both the generator and the offtaker. The scheme comes with less stringent requirements around the use of the supplied power than self-wheeling, which allows asset owners to use the grid to deliver power from their power plants to their own consumption sites without paying the renewable power promotion surcharge.
