
Atanogo-Nomugi Small Hydroelectric Power commissioned two small hydroelectric power plants in Takayama City, Gifu Prefecture, the company announced on January 21, 2025.
According to the statement, the smaller, 196kW Nomugi Power Plant was commissioned in October 2024 and is expected to generate approximately 1.26GWh per year. The larger, 695kW Atanogo Power Plant was commissioned in January 2025 and is expected to generate approximately 4.28GWh per year.
METI data shows that both projects were FIT-certified in FY2021. The 20-year FIT offered for small-scale hydroelectric power plants remains, at 34 yen per kWh for sub-200kW and 29 yen per kWh for sub-1MW assets, unchanged from when the scheme was first introduced in FY2012. Starting from FY2025, the local retailer Hida Takayama Power will purchase the power generated at the power plants through a contract with Chubu Electric Power Grid.
The projects’ construction costs were 530 million and 1.1 billion yen, respectively. Of the combined 1.63 billion yen, 1.22 billion yen was secured through project financing arranged by Juroku Bank. Three other banks, Takayama Shinkin Bank, Ogaki Kyoritsu Bank, and Hokuriku Bank, participated in the syndicate.
A portion of the project costs were also covered through investment from Inoue Komuten and three other construction companies that were in charge of the projects’ EPC.
The development of the two power plants is one of the projects that led to Takayama City being selected as a “Decarbonization Leading Areas” by the Ministry of Environment in November 2024.
