
ENEOS Power began the environmental impact assessment process for a 750MW LNG-fired power plant it plans to build in Kawasaki City, Kanagawa Prefecture.
According to the primary environmental consideration document submitted to METI and relevant local governments on May 12, 2025, the Ogimachi Natural Gas Power Plant project is set to be located on unutilized land owned by its parent ENEOS. Construction is expected to begin in the first half of 2029, with commissioning targeted for the first half of 2033.
The combined cycle gas turbine (CCGT) will be fueled through a pipeline connecting it with a nearby LNG storage facility. In the future, ENEOS Power is considering converting the power plant to hydrogen co-firing or adding a carbon capture and storage (CCS) system.
With FY2025’s long-term decarbonization auction (LTDA) expected to be the last one to allow new LNG power plants to bid, the project is likely to participate. The power plant’s planned COD aligns with LTDA-winning LNG assets’ requirement of coming online by the end of the eighth fiscal year following the auction year.
Ogimachi Natural Gas Power Plant will be adjacent to the 847.4MW Kawasaki Natural Gas Power Plant, which was commissioned in 2008 and is owned by a 51:49 joint venture between ENEOS Power and Tokyo Gas. Sumitomo Joint Electric Power, Sumitomo Forestry, and Fuluhashi EPO’s 33MW Kawasaki Biomass Power Plant, which has been online since 2011, is also located in the same area.
ENEOS Power is the group’s power retailer and thermal power operator. As of the end of March 2025, it had ownership in over 10 assets around Japan including a 33.3% stake in the 2.34GW Goi Thermal Power Station commissioned in phases between August 2024 and March 2025.
