
Harebare began supplying power to Ralse under an off-site PPA sleeved by Hokkaido Electric Power on August 20, 2025, the companies announced on the same day.
According to the statement, when the PPA is fully operational, Harebare will supply about 8GWh annually to the Hokkaido-based supermarket operator from a portfolio of five solar power plants in Eniwa and Chitose cities, Hokkaido, totaling 6.3MW. In the first phase, it commissioned a 680kW asset in Eniwa expected to generate about 10% of the total. It plans to bring the remaining plants online by 2027.
Harebare is a joint venture between Hokkaido EPCO and ARC, a solar development, engineering, and services company based in the prefecture. It was launched in July 2023 and initially aimed to develop 10 power plants totaling 16MW by the end of FY2024. In April 2025, the partners expanded their collaboration to develop an additional 14 projects totaling 12MW by FY2026.
Japan Energy Hub’s PPA database shows that in addition to Ralse, Harebare also signed a 12MW agreement with Aeon Hokkaido and several smaller deals, including with JR Hokkaido and Hokkaido Coca-Cola Bottling. All of the PPAs are sleeved by Hokkaido EPCO.
Ralse is owned by Arcs, which operates several supermarket chain brands across Hokkaido, Tohoku, and northern Kanto.
