Invenergy submits EIA methodology for up to 120.4MW onshore wind project in Iwate Prefecture

Invenergy-affiliated Nishikuji Wind LLC submitted the environmental impact assessment methodology for an up to 120.4MW onshore wind project it is developing in Kuji City and Kunohe Village, Iwate Prefecture, the company announced on December 11, 2025.

According to the document submitted to METI and relevant local governments, the company plans to install up to 28 4.3MW-class turbines clustered in two areas along the municipalities’ border. The company did not disclose a target COD but said it expects construction to take three years and plans to commission the project on the 40th month from groundbreaking following a brief trial operation period.

Invenergy launched the environmental impact assessment process for the Nishikuji project by filing a primary consideration in May 2022. At the time, the company eyed developing a significantly larger, up to 439.2MW wind farm.

Operational wind capacity in the vicinity is currently limited, with ENEOS Renewable Energy and Tohoku Electric Power’s 44.2MW Oritsumedake Minami No. 1 Power Plant commissioned in 2023 being the sole major asset. Multiple other projects in the area, including Tokyu Land’s up to 55.9MW Iwate-Kuji, which advanced to the draft assessment stage in March 2025, are under development.

Invenergy holds a stake in one active wind asset in Japan, the 63MW Rusutsu Wind Power Plant in Hokkaido. It has two additional wind farms totaling about 215MW in construction and several projects undergoing the environmental impact assessment process.
