
Tokyu Land submitted a draft environmental impact assessment report on March 25, 2025, for the up to 55.9MW Iwate Kuji onshore wind project it is developing in Kuji City, Iwate Prefecture.
The document shows Tokyu Land plans to install up to 13 turbines, 4.3MW each, across an approximately 848ha area. The project was downsized from the up to 60MW noted in the primary environmental impact consideration document submitted in November 2021 and the up to 75MW targeted in the assessment methodology document filed in the process’s previous stage.
Construction is planned to begin in 2026 and take about three years including trial operations. Tokyu Land targets 2029 for the project’s COD.
The project site is in the vicinity of the 46.8MW JRE Oritsumedake South 1 Wind Farm commissioned in January 2023 and the 1.99MW Karumai Wind Power Plant owned by HSE’s Kuroshio Wind Power Generation.
Nearby onshore wind projects in the EIA pipeline include Japan Wind Development’s up to 128MW Hirono, for which a draft assessment report was already filed, and over 900MW of others in the earlier stages of the process, including Invenergy’s up to 439MW Nishikuji Wind Project in the primary consideration stage.
Most Tokyu Land renewable and battery assets are developed through its ReENE brand. The company has multiple other onshore wind projects undergoing environmental assessment including the up to 43MW Miyagi Kesennuma and the up to 110MW Iwate Ofunato Rikuzen-Takata. Separately, the company acquired Renewable Japan earlier this year to expand its footprint in the industry.
