
Tohoku Electric Power-affiliated special purpose company (SPC) Wind Farm Noheji LLC submitted the draft environmental impact assessment report for the up to 43MW Wind Farm Noheji onshore wind project in Aomori Prefecture on June 10, 2026.
According to the document released for public viewing on the same day, the company plans to install 10 turbines, 4.3MW each, across a 157ha site in the prefecture’s Kamikita district. Construction is expected to begin in April 2028, with commercial operation following in July 2031.
OCCTO data shows the project was awarded a 15.28 yen per kWh feed-in-tariff (FIT) in Japan’s second onshore wind auction.
Wind Farm Noheji was originally developed by NC Dengen Kaihatsu, which launched the assessment process in April 2021. At the time, the company was planning to to build an up to 84MW power plant. The project was downsized at the methodology stage reached in December 2021. It was transferred to the SPC in June 2022.
Corporate registry records obtained by Japan Energy Hub show NC Dengen Kaihatsu served as the SPC’s managing member until October 2022. The role is now held by Tohoku Electric Power, suggesting the utility currently controls the project.
Operational onshore wind power plants in the area include, among others, the 50MW Eurus Noheji Wind Farm, which was commissioned in February 2009, and the 36MW Noheji Mutsu Bay Wind Power Plant, which came online in January 2023. Several other projects in the vicinity are undergoing environmental impact assessment.
Tohoku Electric Power holds stakes in seven operational onshore wind power plants with a combined capacity of over 550MW and additional projects under development.
