
Toshiba Plant Systems & Services signed an engineering, procurement, construction, and commissioning (EPCC) contract with an Orix-related special purpose company developing a 134MW/548MWh grid-connected BESS project in Maibara City, Shiga Prefecture.
The project, located in the Kansai TSO area, will sit on approximately 26,000 square meters of land leased from Maibara City and will consist of 140 Li-ion battery containers. Toshiba Plant Systems & Services expects to hand it over in November 2026.
The “Maibara-Koto Energy Storage Plant” is the largest of the 30 BESS projects that have been awarded in Japan’s first long-term decarbonization auction (LTDA), which was held in FY2023. The long-term decarbonization auction contract will allow the facility to generate a fixed capacity payment for 20 years.
While Maibara Koto East is the only BESS project Orix was awarded in the first LTDA, the company is also developing a smaller, 48MW/113MWh project in Kinokawa City, Wakayama Prefecture, which was scheduled to commission this year based on the companies’ most recent announcements.
