IBeeT, Tokyu Land, Akaysha begin construction of METI-subsidized 20MW/82MWh Fukuoka BESS project

Itochu and Tokyo Century joint venture IBeeT, Tokyu Land, and Akaysha Energy Japan began construction of the 20MW/82MWh Iizuka Seita Power Storage Station, the companies announced on July 3, 2026.

According to the statement, the grid-scale battery storage facility in Iizuka City, Fukuoka Prefecture, is targeted for commissioning in FY2027 or later. IBeeT will manage the project and Tokyu Land, which handled early development including site acquisition, will be in charge of asset management. Akaysha Energy will provide technical support and operational expertise from other markets.

The project will use PowerX battery systems supplied through Itochu. The trading company will also aggregate the facility once operational.

Construction of the facility will be subsidized by METI’s FY2024 scheme for promoting grid-scale battery storage. Data released by the Sustainable Open Innovation Initiative (SII), which administers the program, shows the project was awarded approximately 1.54 billion yen.

IBeeT and Tokyu Land were also awarded a 2.1 billion yen subsidy for a separate project in Fukuoka Prefecture in the scheme’s FY2022 round and 1.1 billion yen in FY2025 for a planned facility in Miyagi Prefecture. The Itochu-Tokyo Century joint venture also invested in Libra LLC, a Tokyu Land-led consortium planning to develop six extra high-voltage battery storage assets totaling 174MW.

Tokyu Land commissioned its first grid-scale battery storage project, the 1.8MW/4.9MWh ReENE Higashimatsuyama Power Storage Station, in January 2025.

Iizuka Seita Power Storage Station is Akaysha Energy’s first under-construction project in Japan. As of December 2025, the battery storage developer had a 1.2GW/4.8GWh pipeline of extra high-voltage projects across seven of the country’s nine mainland TSO areas.
