HSE launches EIA for up to 68MW Shiura II onshore wind project in Aomori, eyes FY2033 COD

HSE launched the environmental impact assessment process for an up to 68MW onshore wind project in Goshogawara City, Aomori Prefecture, that is expected to replace and expand its existing Shiura Wind Power Plant.

According to the primary environmental impact consideration document released for public viewing on June 30, 2025, HSE expects Shiura II Wind Power Plant to consist of up to 16 turbines, 4.2MW to 5MW each, spread across about 853ha. It plans to begin construction in FY2030 and bring the asset online in FY2033 following an approximately five-month trial operation period.

The existing, 15.44MW project was commissioned in 2010 and consists of eight 1.93MW turbines. It is operated by HSE’s affiliate Kuroshio Wind Power Generation. Tsugaru Wind Power Generation, another special purpose company associated with the developer, operates the 34.5MW Jusanko Wind Power Plant commissioned in 2019 in the vicinity.

Multiple other non-HSE assets, including the 121.6MW Wind Farm Tsugaru developed by Green Power Investment, are operating in the area, with more under development. In addition to onshore projects, multiple developers also began the environmental impact assessment for offshore wind projects nearby, signaling their interest ahead of the zone’s expected auction.

HSE is a joint venture between Mitsubishi HC Capital (85.1%) and Hitachi Power Solutions (14.9%), which has stakes in about 30 operational onshore wind projects through its subsidiaries.
