Okayama Kensetsu-affiliated Oma Okoppe Furyoku Hatsuden submitted the draft environmental impact assessment for its 46.2MW Oma Okoppe onshore wind project in Oma Town, Aomori Prefecture.
According to the document released for public viewing on October 8, 2026, the developer plans to install 11 turbines, 4.2MW each, across an approximately 360.5ha site. Construction is expected to begin in April 2029, with commercial operation scheduled for March 2032.
The draft assessment follows the methodology that Okayama Kensetsu filed for the wind farm in November 2023. As a Class 2 onshore wind project between 37.5MW and 50MW, Oma Okoppe was exempt from filing a primary consideration that marks the beginning of the assessment process for larger projects.
METI and OCCTO data show the project was certified under the feed-in-premium (FIP) scheme in FY2024 after it was awarded 13.75 yen per kWh in Japan’s third (FY2023) onshore wind auction.
Operational wind power plants in the area include J-POWER’s 19.5MW Oma Wind Farm and multiple smaller assets. Mori Building and Ken Corporation’s 42MW Shimokita-Seibu and Eurus Energy Holdings’ up to 84MW Satogadaira projects are also undergoing the environmental impact assessment process nearby.
The Aomori-based construction company Okayama Kensetsu also holds a same-scale FIP certification for the Higashidori-Shiranuka onshore wind project, which secured a 13.75-yen-per-kWh strike price in the fourth (FY2024) auction and has been at the environmental impact assessment’s methodology stage since 2024.
