ENEOS Renewable Energy’s up to 45MW Nosouke Toge wind project advances to EIA methodology phase

Nearly a decade after beginning the environmental impact assessment process, ENEOS Renewable Energy’s up to 45MW Nosouke Toge onshore wind project in Tohoku advanced to the next, methodology stage.

According to the methodology document submitted to METI and other stakeholders on April 3, 2025, the power plant will feature up to nine 4 to 5MW turbines spread across a 641ha area in Iwate and Aomori prefectures. The project was upsized from the 10 turbines with a combined output of up to 30MW noted in the primary environmental impact consideration document from August 2015, likely reflecting advances in technology since then.

ENEOS Renewable Energy plans to begin construction in May 2028 and commission the power plant in January 2031.

Currently, there are no major operational wind power plants in the vicinity. That said, there are multiple projects in the environmental impact assessment pipeline including Japan Wind Development’s up to 128MW Hirono project (draft EIA report filed in August 2022), HSE’s up to 90MW Kogarumai project (filed submitted in February 2024), and the up to 30.6MW Iwate Hirono project originally submitted by SB Energy (primary consideration filed in November 2017).

ENEOS Renewable Energy has over 1.2GW of operational capacity in Japan including a portfolio of solar and onshore wind power plants. It is currently developing multiple other projects including the up to 270MW Soya Kyuryo Minami onshore wind power plant, for which it submitted the environmental impact assessment methodology in December 2024.
