
Eurus Energy Holdings’ up to 162MW Odanosawa III onshore wind project in Mutsu City and Higashidori Village, Aomori Prefecture, advanced to methodology stage of environmental impact assessment.
According to the document submitted to METI and other stakeholders on May 13, 2025, construction is expected to begin in April 2030. Eurus Energy plans to begin the asset’s commercial operations in April 2033, following a six-month trial operations period. The project’s scale of up to 27 turbines, up to 6MW each, was solidified from the about 160MW comprising approximately 30 4MW to 6MW turbines noted when its assessment was launched in October 2024.
The project will be situated near Eurus Energy’s 13MW Odanosawa Wind Farm commissioned in October 2004 and 31.5MW Odanosawa II Wind Farm currently under construction. The company also began work on replacing the former’s turbines, which are expected to be shut down in July 2025, because of their age. Both the repowered Odanosawa and the first expansion are expected to be commissioned in March 2027.
Other operational assets in the area include Eurus Energy’s 12MW Kitanosawa and 10.5MW Omameda, Cosmo Eco Power’s 27MW Shin Iwaya Wind Park, and Wind Power Yokohama’s 1.99MW Nanohana Wind Power Plant.
With the area offering favorable wind conditions, several new wind power plants are being developed in and around Mutsu and Higashidori, including Cosmo Eco Power’s up to 200MW Shimokita Wind Farm and Renova’s up to 240MW Higashidori Village project. Responding to a spike in development and growing local community concerns, in March 2025, Aomori Prefectural Assembly passed two ordinances regulating and taxing renewable assets.
