Tokyo Gas to aggregate 149MW, toll 190MW of HD Renewable Energy’s grid-scale battery storage projects

HD Renewable Energy signed aggregation and tolling agreements with Tokyo Gas for six grid-scale battery storage projects totaling about 339MW, the company announced on April 16, 2026.

According to the statement, Tokyo Gas will aggregate two projects in Aomori Prefecture scheduled for commissioning in FY2029 that have a combined capacity of 149MW. It will pay usage fees under tolling contracts for about 20 years for projects in Miyazaki, Iwate, Miyagi, and Fukushima totaling 190MW.

The larger Aomori project, Hachinohe Power Storage Station owned by the special purpose company (SPC) Star 2 LLC, will have a power capacity of 99MW. The smaller Towada Power Storage Station, held via Star 1 LLC, will be a 50MW system. Both were awarded capacity contracts in the FY2024 long-term decarbonization auction (LTDA), with the former being selected in the six-hours-plus and the latter in the three- to six-hour duration category.

The companies did not disclose further details about the projects under tolling agreements.

HD Renewable Energy commissioned its first battery asset in Japan, the 50MW/104MWh Helios in Hokkaido acquired from Brawn Capital and operating under a merchant model, in November 2025. The company has also secured LTDA contracts for about 400MW in the first two auctions, “providing a stable policy-backed foundation for its portfolio,” and partnered with Tokyu Land on a 20MW Tokyo Metropolitan Government subsidy-backed project in Gunma Prefecture.

Tokyo Gas is among the first companies known to have signed tolling contracts in Japan. Previously, it disclosed deals with Eku Energy, Renova, and Equis. Following the HD Renewable Energy agreements, the company has expanded its battery storage portfolio target, including projects under aggregation and tolling, from 1GW by FY2030 to 2GW by the first half of the 2030s.
