Hoku Energy-affiliated Sustainable Energy Park No. 1 LLC submitted the environmental impact assessment methodology for the 120.29MW hydrogen-fired Daiichi Plant in Rokkasho Village, Aomori Prefecture, to METI and other stakeholders on October 9, 2026.
According to the document, the company plans to build a combined-cycle power plant consisting of two 43.17MW gas turbines and a 33.96MW steam turbine. The asset is expected to use hydrogen produced on site by cracking liquefied ammonia.
Daiichi Plant is set to occupy approximately 168.5ha at Mutsu-Ogawara Port, including about 29.1ha for cracking and generation and 77.9ha of adjacent sea area. A planned groundbreaking date has not been disclosed, but construction and trial operation are expected to take about five-and-a-half years.
With a capacity between 112.5MW and 150MW, the project is categorized as a Class 2 thermal power plant, making it exempt from filing a primary consideration that marks the beginning of the environmental impact assessment process for larger projects.
The asset is one of two hydrogen mono-firing projects awarded in the third (FY2025) long-term decarbonization auction alongside the 149.9MW Ariake H2 Power Plant in Omuta City, Fukuoka Prefecture, for which CEF H2 filed the methodology in August 2026.
