HSE launches EIA for up to 280MW Tomamae onshore wind project in Hokkaido, eyes mid-2040s COD

HSE launched the environmental impact assessment process for an up to 280MW onshore wind project in Tomamae District, Hokkaido.

According to the primary environmental impact consideration document released for public viewing on May 30, 2025, HSE is considering building up to 70 turbines, 4MW to 6MW each, across the district’s three municipalities. The proposed project is split into three areas: northern (mainly Shosambetsu Village), central (Haboro Town), southern (mainly Tomamae Town).

HSE targets beginning construction in FY2031, with commissioning planned for 15 years later. As with other similarly scaled projects, the Tomamae District project may be divided into multiple smaller ones during the later stages of the EIA process and built gradually.

The proposed project’s southern area neighbors the 2.2MW, single-turbine Tomamae Yuhigaoka Wind Power Plant, which came online in 2020. The 20MW Eurus Tomamae Wind Farm and J-Wind’s 30.6MW New Tomamae Winvilla Power Plant, commissioned in 2022 and 2023, respectively, are further south.

Given the area’s favorable wind conditions, Eurus Energy is also undergoing EIA for a major, up to 650MW onshore project to the north of HSE’s. It launched the process in 2022 and initially planned for about 350MW before upscaling its plan when advancing the project to its current methodology stage in 2023.

HSE is a joint venture between Mitsubishi HC Capital (85.1%) and Hitachi Power Solutions (14.9%). Through several subsidiaries, it has stakes in 29 operational wind power plants and five projects under construction. Most recently, it commissioned the 6MW Umibe no Mori Wind Power Plant in Niigata City, which is supplying power under a PPA with TOPPAN.
