
Katsurao Village and three corporate partners commissioned Katsurao Wind Power Plant, developed as part of Fukushima Prefecture’s post-2011 disaster revitalization efforts, on April 1, 2025.
According to a May 12, 2025, statement, the power plant consists of five 3.2MW turbines with their combined capacity capped at 15MW. It is expected to generate about 39GWh annually, with the output being sold to Tohoku Electric Power Network under the feed-in-tariff (FIT) scheme. The project secured a 20-year, 22 yen per kWh rate in September 2017 before the tariff for 20kW and larger onshore wind assets was reduced to 21 yen per kWh the following month.
Environmental assessment for the power plant began in 2016 as part of the broader, up to 700MW Fukushima Abukuma wind generation concept, which was later split into multiple smaller projects. Construction began in August 2023 and was completed at the end of February 2025.
Katsurao Village owns 33% of the project’s operator, Katsurao Wind Power Co. The remaining stakes, held by Kyudenko, Hokutaku Renewable Service, and Japan Wind Engineering, have not been disclosed.
Japan Wind Engineering is also a member of the consortium that operates the 147MW Abukuma Wind Power Plant commissioned a day later. The project, which is among Japan’s largest onshore wind power plants, was also spun out of the same Fukushima Abukuma wind generation concept.
