Tokyu Land submits draft EIA for up to 43MW Miyagi Kesennuma project in Tohoku, eyes April 2029 COD

Tokyu Land released a draft environmental impact assessment report on April 16, 2025, for the up to 43MW Miyagi Kesennuma onshore wind project it is developing in Kesennuma City, Miyagi Prefecture.

According to the document, the company plans to install eight 6.1MW turbines spread across a 276ha site, down from 465ha in the previous, assessment methodology stage. Their combined output will be limited so as not exceed the project’s overall capacity.

Construction is planned to begin in April 2027. Tokyu Land is eyeing April 2029 COD for the asset, following an eight-month trial operation period.

The project will be located in the vicinity of the 7.48MW Kesennuma Shimin no Mori Wind Power Plant commissioned in 2017.

Tokyu Land develops renewable generation and battery storage projects under its ReENE brand. It has multiple other projects in the pipeline including the nearby up to 110MW Iwate Ofunato Rikuzen-Takata onshore wind project, for which it submitted a primary environmental impact consideration document in October 2022.

Looking to further expand its renewable generation business and enter the operation and maintenance (O&M) services business, Tokyu Land also acquired Renewable Japan earlier this year.
