Renewable Energy Technology submits draft EIA for up to 30MW onshore wind project in Aomori Prefecture

Renewable Energy Technology submitted a draft environmental impact assessment report on April 10, 2025, for the up to 30.1MW Tsugaru Minami No. 2 onshore wind project it is developing in Tsugaru City, Aomori Prefecture.

According to the document filed with METI and other relevant stakeholders, the project will consist of two adjacent assets: the 8.6MW Dekishima Wind Power Plant and the 21.5MW Dekishima Fukihara Wind Power Plant. The former will consist of two and the latter of five 4.2 to 4.3MW turbines, each curtailed to its respective maximum output. Both are expected to operate at an approximately 20% capacity factor.

OCCTO data shows both projects were awarded a 15.9 yen per kWh feed-in-tariff (FIT) in Japan’s second onshore wind auction, which was held in FY2022. The smaller project was initially awarded a 14.98 yen per kWh FIT in the first, FY2021 auction but did not proceed at the time.

Construction is expected to take 19 months, with trial operations lasting another four. Renewable Energy Technology plans to commission the asset within two years of groundbreaking. A planned start date was not disclosed.

The turbines will be spread across a 638ha area largely overlapping with the site of the 23MW Tsugaru Minami Wind Power Plant that was commissioned in March 2020 by Mahoroba Wind Power Generation, a special purpose company affiliated with Renewable Energy Technology. Green Power Investment’s 121.6MW Wind Farm Tsugaru commissioned in April 2020 is also in the vicinity.

With the Sea of Japan side of Aomori Prefecture, where Tsugaru is situated, offering favorable wind conditions, the area off the coast of the city is also home to one of the projects awarded in Japan’s third offshore wind auction.
