
Tokyo Metropolitan Bureau of Transportation launched a call for proposals to secure a retailer for a two-year offtake contract for its hydropower plants including a partial resale of their output to the bureau on October 16, 2025. Submissions are accepted until October 29, 2025, with results scheduled to be announced in late January 2026.
According to the statement, the contract will cover FY2026 and FY2027 generation of the bureau’s three plants, including the 19MW Tamagawa No. 1, the 16.4MW Tamagawa No. 3, and the 1.1MW Shiromaru Power Station, which is expected to reach about 209.9GWh combined. The retailer will be responsible for supplying a portion of the output to 20 Toei Bus facilities and three Toden Arakawa Line facilities including the two substations used to power its operations.
In addition to offtake and supply prices, the selection process will also take into account how the volumes not supplied back to the metropolis will be used within Tokyo and the interested businesses’ financial stability.
The FY2026-FY2027 period will be the third for Tokyo Metropolitan Bureau of Transportation to select a power retailer to offtake the output of its hydropower plants and the associated non-FIT non-fossil certificates through a call for proposals. ENEOS succeeded in the first tender, covering FY2021 to FY2023. The contract period was shortened to two years from the following round, with Tokyo Gas currently serving in the role until the end of FY2025.
