Cosmo Eco Power launches EIA for up to 215MW Shimamaki-Kuromatsunai No. 2 Wind Farm in Hokkaido

Cosmo Eco Power launched the environmental impact assessment process for its up to 215MW Shimamaki-Kuromatsunai No. 2 Wind Farm in Shimamaki Village and Kuromatsunai Town, Hokkaido.

According to the primary environmental impact consideration document released for public viewing on March 31, 2026, the company plans to install up to 50 turbines, 4.3MW each, across a 3,948ha site. Construction is tentatively expected to begin in May 2031, with commercial operation targeted for April 2035. The project will expand Cosmo Eco Power’s 94.6MW Shimamaki-Kuromatsunai Wind Farm, which is currently under construction and expected to come online in 2029.

Several onshore wind projects are already operational in the area, including multiple Rusutsu Town-owned sub-10MW assets, the Japan Wind Development-affiliated 27MW Shiribetsu Wind Power Plant, and JERA’s 4.3MW single-turbine Shin-Shimamaki Wind Farm. Larger projects, such as Hokkaido Electric Power’s up to 172MW Shimamaki-Toyooka and an Invenergy-affiliated up to 140MW Shimamaki, are currently undergoing environmental impact assessment.

Cosmo Eco Power holds stakes in 20 onshore and two offshore wind farms in Japan totaling 349.25MW and 138.6MW, respectively.
