Chubu Electric Power Grid found 68 instances of erroneous curtailment.

Chubu Electric Power Grid found that due to human error, renewable generation curtailment in its area was not carried out fairly in fiscal year 2023, the company announced on August 21, 2024. The grid operator plans to adjust this and following fiscal years’ curtailment as necessary to compensate for the errors.

An examination of Chubu TSO area’s fiscal 2023 curtailment data showed that 67 of the area’s 4,443 power generators had their generation curtailed less than supposed to, by a maximum of five days, while one generator had its generation curtailed more than supposed to by two days. The errors occurred due the power grid operator failing to update its power generator data and other similar errors.

The Ministry of Economy, Trade and Industry’s guidelines for ensuring the fairness of generation curtailment state that, on an annual basis, curtailment needs to be done fairly among generators subject to the same curtailment rules.

The errors in Chubu TSO area, which experienced curtailment for the first time in fiscal 2023, were found through an internal examination done alongside the Organization for Cross-regional Coordination of Transmission Operators’ annual examination.

Going forward, Chubu Electric PG plans to avoid similar errors by regularly ensuring that its data is up to date and checking the differences in curtailment between generators, as well as implementing checks into its systems.
