
Eurus Energy completed the environmental impact assessment for its planned 29.4MW Hiyamizu Pass onshore wind project in Mutsu City and Higashidori Village, Aomori Prefecture. The project’s EIA was approved by METI on May 27, 2025, and released for public viewing on June 20, 2025.
According to the document, Eurus plans to begin construction of the project in October 2025. It is targeting May 2028 COD following a six-month trial operation period starting in November 2027.
Originally planned as an up to 81MW project when Eurus launched the EIA process in August 2014, the project was downsized to 31.5MW when it proceeded to the draft EIA report stage in October 2015. Technological advancements over the last decade allowed Eurus to reduce the number of turbines from the initially planned 15 2.1MW units to seven 4.2MW units in the final EIA report submitted this May.
The Hiyamizu Pass project will join the company’s other operational wind assets in the area including the 12MW Kitanosawa, the 13MW Odanosawa, and the 3MW (downsized due to aging) Omameda. The projects were commissioned in 2007, 2004, and 2003, respectively, and are expected to be repowered by 2027. Additionally, Eurus is building the 31.5MW Odanosawa II and undergoing EIA for the up to 162MW Odanosawa III to expand the original project.
Multiple other large-scale onshore wind farms, such as Cosmo Eco Power’s up to 200MW Shimokita Wind Farm and an up to 240MW Renova project in Higashidori Village, are under development and undergoing EIA. The spike in development in the area due to favorable wind conditions and growing local community concerns led to the Aomori Prefectural Assembly passing ordinances regulating and taxing renewable assets earlier this year.
