Eurus Energy has started the environmental impact assessment process for an up to 60MW onshore wind project it is developing in Mutsu City, Aomori Prefecture.

According to the document on primary environmental impact consideration submitted to the relevant stakeholders on March 27, 2025, the Satogadaira project will consist of around 14 turbines, 4 to 6 MW each, installed within an approximately 947ha area. Eurus Energy plans to begin construction in April 2030, with trial operations expected to start in December 2032. The company targets April 2033 COD.

The project’s planned location is in the vicinity of J-Wind’s 19.5MW Oma Wind Power Plant commissioned in 2016 and a pair of sub-2MW, single-turbine power plants. The 46.2MW Oma Okoppe and the 42MW Shimokita Seibu projects being developed by Okayama Kensetsu and by Mori Building and Ken Corporation, respectively, are in the area too. Both are in the methodology stage of the environmental assessment process.

With favorable wind conditions, other parts of northern Aomori Prefecture, such as Higashidori Village and Yokohama Town, have also been selected as sites for both existing and upcoming wind projects.

Eurus Energy, a Toyota Tsusho subsidiary that recently absorbed its parent’s other renewables-focused subsidiary Terras Energy, is Japan’s largest onshore wind operator. With some of its power plants having been in operation for over 20 years, the company is beginning to repower existing projects, such as the 32.5MW and 19.25MW Iwaya and Shitsukari, in addition to developing new ones.

Correction (April 9, 2025): The previous version of this article incorrectly referred to the project as Satogahira.
