OCCTO’s first backup power plant auction fails to attract bids

OCCTO was seeking dormant capacity that could be reactivated in times of large-scale disasters among other situations.

No bids were submitted in the Organization for Cross-regional Coordination of Transmission Operators’ (OCCTO) first backup power plant auction held between August 30 and September 30, 2024, the organization announced on October 1, 2024.

OCCTO was seeking to award 1GW in the east (50Hz) and 1GW in the west (60Hz) part of Japan’s mainland grid to be available in FY2025 and FY2026 through the newly introduced system, which is designed cover maintenance costs to owners of operable but dormant power plants that could be activated “due to events not anticipated in the capacity market, such as the loss of power sources due to a large-scale disaster or an increase in medium- to long-term demand.”

Winning bids were scheduled to be selected between late September and late December 2024, followed by January 2025 contract execution.
