HSE submits draft EIA for 63.9MW Kyogamori Wind Power Plant, targets March 2030 COD

On January 16, 2025, HSE submitted draft environmental impact assessment for the 63.9MW Kyogamori Wind Power Plant it is developing along the border of Miyagi Prefecture’s Ishinomaki City and Onagawa Town.

According to the submitted report, the onshore wind project located in the Tohoku TSO area will comprise of 15 turbines, each with an output of 4.26MW, spread across approximately 415.5ha. HSE plans to begin construction in April 2026 and commission the power plant in March 2030.

The environmental impact assessment process for the project started in July 2020 when Hitachi Sustainable Energy, later renamed to HSE, submitted a planning-stage document on primary environmental impact consideration.

There is one other wind project in the vicinity, the 20.4MW Eurus Ishinomaki Wind Farm commissioned in December 2019.

HSE is a wind power plant developer 85.1% owned by Mitsubishi HC Capital and 14.9% owned by Hitachi Power Solutions. According to its website, it has stakes in 29 operational power plants across Japan through a number of consolidated subsidiaries. Most recently, in March 2024, its consolidated subsidiary Kuroshio Wind Power Generation commissioned the 4.98MW Rumoi Port Wind Power Plant in Hokkaido.
