Hokuriku Electric Power finalized plans for the 600MW LNG Unit 2 at its Toyama Shinko Thermal Power Station in Imizu City, Toyama Prefecture, and will move ahead with preliminary surveys and engineering, the company announced on April 28, 2025.
“Going forward, we will continue to survey the details of the facilities and, with the understanding and cooperation of local residents and other related parties, we will move forward with our plans,” said the statement.
Pre-construction work is expected to run through FY2028. A brief preparatory construction period will follow ahead of the planned FY2029 start of the actual construction work. Hokuriku EPCO continues to target FY2033 commissioning for the asset. The detailed timeline announcement follows the February 2025 launch of the project’s environmental impact assessment.
LNG Unit 2 will replace the aging 250MW Coal Unit 2 and the suspended oil-fired 240MW Unit 1. Hokuriku EPCO is considering converting the unit to hydrogen or ammonia or adding a carbon capture system in the future.
Toyama Shinko currently has four operational units: the 250MW Coal Unit 1, the 250MW Coal Unit 2, the 500MW oil- and LNG-fired Unit 2, and the 425MW LNG Unit 1. Its total capacity is expected to slightly increase from FY2033 from the current 1.42GW excluding the suspended Unit 1 to about 1.52GW comprising the existing dual-fuel Unit 2, LNG Unit 1, and the new LNG Unit 2.
