JERA and partners submit EIA methodology for 600MW project awarded in 3rd offshore wind auction

A JERA-led consortium won one of the two projects awarded in Japan’s third offshore wind auction.

On December 26, 2024, JERA, Green Power Investment, and Tohoku Electric Power submitted a draft of environmental impact assessment methodology for the “Tsugaru Offshore Wind Project” they were awarded in Japan’s third offshore wind auction to the relevant stakeholders.

While Green Power Investment submitted and received feedback on a methodology document for the project in 2019, it needed to resubmit it due to the area having been designated an offshore wind promotion zone, which led to the project’s capacity increasing more than 10% from the originally submitted maximum of 480MW consisting of 60 8MW turbines.

According to the new methodology document, project will consist of 41 15MW Siemens Gamesa SG DD-236 turbines totaling 615MW. Actual output, however, will be limited to 600MW due to grid connection limitation.

JERA, Green Power Investment, and Tohoku EPCO expect the wind farm to take three years to construct. They aim to commission the project, which is expected to generate 1.58TWh per year, on June 30, 2030, following a six month trial operation period.

The area off the coast of which the planned project will be located is home to multiple operational onshore wind farms including Green Power Investment’s 121.6MW Wind Farm Tsugaru commissioned in April 2020 and the 25.3MW Tsugaru Minami Wind Power Plant. Multiple offshore projects in the area including Japan Wind Development’s up to 1GW Tsugaru West Ofsshore Wind Project are undergoing the environmental impact assessment process.
