OCCTO awards 75.4MWAC across 27 projects in FY2025’s third solar auction, 8.1MWAC clears at ceiling

Unlike the previous two rounds, FY2025’s third auction was undersubscribed.

A total of 27 projects with a combined capacity of 75.4MWAC were awarded in the 26th (FY2025’s third) solar auction at an average feed-in-premium (FIP) price of 7.13 yen per kWh, results released by OCCTO on December 1, 2025, show. The round was the fiscal year’s first without zero-yen bids and its first with ceiling-price offers selected.

The two companies that were awarded the most capacity were RD Solar Power LLC and EDP Renewables-affiliated Miyagi Motoyoshi Solar LLC, which participated with a 21.75MWAC and a 19.50MWAC project, respectively. The former was awarded at 6.00 yen per kWh and the latter, which appears to be a re-award of a project that participated in FY2024’s second round auction, at 7.50 yen per kWh.

Solar Field 13 LLC ranked third with two 1.99MWAC projects awarded at 7.50 yen per kWh and one at 6.50 yen per kWh. Tekoma Energy, which manages the special purpose company (SPC), confirmed to Japan Energy Hub that the projects are located in Hokkaido, Nagano and Okayama.

Overall, awarded FIP strike prices ranged between 4.97 yen per kWh and the 8.75 yen per kWh ceiling, and averaged 7.13 yen per kWh. One 2MWAC project that submitted a business plan for review was deemed ineligible to participate. An additional five projects totaling 2.5MWAC registered but ended up not bidding.

Companies that were awarded projects in the auction will need to pay a deposit by December 15, 2025, and obtain FIP certification by July 1, 2026, to secure their contracts.

With the latest round being undersubscribed, the procurement target for the last solar auction of FY2025 will be set at 79MWAC, the volume sought in the year’s first round. OCCTO will begin accepting business plans for the next auction on January 5, 2026.
