
Japan Wind Development affiliate Mutsu-Yokohama Wind Development submitted the draft environmental impact assessment for its 37.8MW Mutsu-Yokohama onshore wind project in Yokohama Town, Aomori Prefecture to METI and other stakeholders.
According to the document released for public viewing on April 1, 2026, the company plans to install nine Vestas V117-4.2MW turbines across a 502.6ha site. Construction is expected to begin in April 2027, with completion scheduled for November 2028. Mutsu-Yokohama Wind Development plans to begin commercial operation of the project in April 2029 following a trial operation period of about four months.
The developer launched the environmental impact assessment process in February 2018, eyeing an up to 225MW asset spanning 4,979ha at the time. It filed the methodology for a scaled-down, up to 130.2MW project in July 2018, and downsized it further at the latest draft assessment stage.
Several onshore wind farms, including the Osaka Gas-affiliated 38MW Yokohama Town Wind Power Plant, the HSE-affiliated 32.2MW Yokohama Town-Hibaritaira Power Plant, and Eurus Mameda Wind Farm, which is currently undergoing partial repowering, are currently operating in Yokohama Town. Multiple others, such as Cosmo Eco Power’s 55.9MW Yokohama Town Wind Farm and Green Power Investment’s 140.8MW Shimokita project are under development.
Japan Wind Development, founded in 1999, completed the development of 37 wind power plants in the country totaling 605.49MW. The company was acquired by Bain Capital in 2015 before its sale to the current owner, Infroneer Holdings, in 2024.
